The Owners Association of Country Meadow is a mandatory homeowners' association required by the Town of Flower Mound. Per the Town of Flower Mound Code of Ordinances Sec.90-183 Responsibilities: Such mandatory homeowners' associations shall be responsible for the continuous and perpetual operation, maintenance and/or supervision of landscape systems, features or elements located in parkways, common areas, between screening walls or living screens and adjacent curbs or street pavement edges, adjacent to drainage ways or drainage structures, or at subdivision entry ways. Subdivision entryway treatments or features shall not be allowed unless a mandatory homeowners' association as required in this article is established and created. The town shall be responsible for all median maintenance and all paving maintenance (except for private streets or roads) and the repair of landscape systems, features or elements damaged by town-initiated utility work in dedicated easements. Other damage occurring during utility repairs will be the responsibility of the appropriate utility company. What does that mean to me, a Homeowner? Basically, a homeowners association is responsible for the visual aspects of the neighborhood as a whole. The HOA is required to maintain common areas and subdivision entry ways and to monitor and enforce TOFM zoning requirements; for example, grass length, maintenance issues, home improvements, and parking of vehicles. Each HOA can include additional requirements to enhance our neighborhood - all provisions of the DCC&R have been presented and approved by the TOFM. Any revision to the DCC&R must also include the written consent of the TOFM. As CMHOA Board Members, we take our voluntary positions in quite seriously. We review each request and issue that is presented to the Board. Research is done from the TOFM Code of Ordinances, the CMHOA DCC&R, and from a legal prospective as required in order to take appropriate action. Several homeowners have requested information regarding enforcement of the DCC&R, as well as, publishing the violators and the actions taken by the Board. As the Board, we must respect every homeowner's privacy and follow legal guidelines regarding time frames for the actions taken.
